EIA Report Structure and Technical Review
EIA Report Structure and Technical Review
A strong EIA report allows a reviewer to trace each conclusion from project information and baseline evidence through impact evaluation to mitigation and residual risk.
## 1. Typical report structure 1. Executive summary and project justification. 2. Legal, policy and institutional framework. 3. Project description, alternatives and project phases. 4. Screening/scoping outcomes and assessment methodology. 5. Baseline environmental and social conditions. 6. Impact identification, prediction and significance evaluation. 7. Mitigation measures and residual impacts. 8. Environmental Management and Monitoring Plan. 9. Stakeholder engagement and response to comments. 10. Cumulative effects, risks, limitations and conclusions. 11. References, maps, datasets and technical appendices.
## 2. Technical review checklist - Is the project description consistent across text, maps, drawings and process diagrams? - Are all relevant phases, associated facilities and credible abnormal events considered? - Are baseline datasets current, representative and seasonally appropriate? - Are sampling methods, units, detection limits and QA/QC documented? - Can each significant impact be traced to a source, pathway and receptor? - Are significance criteria defined and applied consistently? - Does every material impact have a mitigation measure and residual assessment? - Are EMP actions measurable, assigned, resourced and monitorable? - Are consultation issues and project responses documented? - Are assumptions, data gaps and uncertainties stated clearly?
## 3. Traceability matrix | Report finding | Evidence / section | Mitigation commitment | EMP reference | Monitoring indicator | |—|—|—|—|—| | Example impact | Baseline / model / survey | Defined action | EMP action ID | Measurable indicator |
## 4. Review comments Classify comments as critical information gap, methodological concern, inconsistency, clarification request or editorial correction. State the evidence required to close each comment and track the response.
## 5. Final quality control Verify calculations, maps, units, references, appendices, permit criteria and consistency between the executive summary and technical chapters. Confirm that illustrative examples are not presented as site-specific findings.
