Environmental Impact Assessment Technical Report

An EIA report should provide a transparent account of the project, baseline environment, impact assessment, alternatives, mitigation and environmental management commitments.

## 1. Typical report structure 1. Non-technical summary. 2. Introduction, objectives, scope and methodology. 3. Project description, construction and operation phases. 4. Policy, legal and administrative framework. 5. Analysis of alternatives, including the no-project option where required. 6. Baseline environmental and social conditions. 7. Impact identification, prediction and significance evaluation. 8. Mitigation measures and residual impacts. 9. Environmental and Social Management Plan (ESMP/EMP). 10. Stakeholder engagement and grievance arrangements. 11. Conclusions, limitations and references. 12. Appendices: maps, survey data, models and consultation records.

## 2. Impact assessment matrix | Project activity | Environmental aspect | Receptor | Potential impact | Significance basis | Mitigation / monitoring | |—|—|—|—|—|—| | Construction traffic | Dust and exhaust | Nearby receptors | Air-quality effects | Magnitude, duration, sensitivity | Dust controls and monitoring | | Wastewater discharge | Effluent quality and flow | Receiving water | Water-quality change | Load, baseline and assimilative context | Treatment and discharge controls | | Material storage | Spill / leakage | Soil and groundwater | Contamination risk | Substance, pathway and receptor | Secondary containment and inspection |

## 3. EMP commitment register | Impact / risk | Mitigation commitment | Indicator | Monitoring frequency | Responsibility | Evidence | |—|—|—|—|—|—| | Dust | Apply specified dust controls | Visual checks / PM where required | Defined in approved plan | Assigned role | Inspection log | | Effluent | Operate and maintain treatment system | Approved effluent parameters | Permit / plan frequency | Assigned role | Monitoring report |

## 4. Quality review Check consistency between project description, baseline data, impact predictions, mitigation and EMP. Confirm that each significant impact has a measurable management commitment, owner, timing and monitoring indicator.

## 5. Limitations State survey dates, seasonal gaps, unavailable data, model assumptions, uncertainty and any scope exclusions. Do not present a generic example matrix as a project-specific assessment.

EIA structure, disclosure, alternatives analysis, consultation and approval requirements vary by jurisdiction, project category and lender standards.
