Environmental Inspection Checklist
Environmental Inspection Checklist
Use this framework to structure a site visit and record verifiable evidence. Mark each item as Yes, No, N/A or Not verified; every No should include a factual note and evidence reference.
## How to use the checklist 1. Define the inspection scope and identify the applicable permit conditions before the visit. 2. Record the facility operating state; an idle process may not demonstrate normal operating conditions. 3. Complete relevant sections only. Use N/A with a reason rather than leaving unexplained blanks. 4. Separate direct observations, facility statements, document reviews and measurements. 5. Link each potential finding to a requirement only after confirming that the requirement applies.
## A. Visit and facility information | Field | Entry | |—|—| | Facility / site | | | Address / coordinates or site reference | | | Industrial activity and main products | | | Inspection date and time | | | Inspection team and roles | | | Facility representative | | | Operating status / production rate | | | Inspection type and scope | | | Weather / relevant site conditions
## B. Permits and environmental management | Check item | Status | Evidence / comments | |—|—|—| | Current environmental permits and conditions reviewed | | | | Applicable discharge and emission limits identified | | | | Previous findings and corrective actions reviewed | | | | Monitoring plan and latest results available | | | | Incident, complaint and spill records reviewed | | | | Relevant staff responsibilities and training records reviewed | | | | Emergency response arrangements available
## C. Air emissions and control equipment | Check item | Status | Evidence / comments | |—|—|—| | Point and fugitive sources inventoried | | | | Stacks, ducts and access ports visually examined | | | | Capture hoods and conveyance systems checked | | | | Control equipment type and operating status recorded | | | | Pressure drop / operating indicators reviewed where applicable | | | | Dust, odour or visible-emission observations documented with context | | | | Maintenance, fuel and monitoring records reviewed | | | | CEMS calibration, downtime and data-validation records checked where applicable
## D. Wastewater and drainage | Check item | Status | Evidence / comments | |—|—|—| | Process, domestic, cooling and stormwater streams identified | | | | Drainage routes and discharge points traced | | | | Treatment stages and major equipment inspected | | | | Bypass, overflow, leakage or abnormal discharge checked | | | | Chemical storage and dosing arrangements examined | | | | Sampling points and recent laboratory reports reviewed | | | | Flow and operating records checked | | | | Sludge storage, classification and destination records reviewed
## E. Solid and hazardous waste | Check item | Status | Evidence / comments | |—|—|—| | Waste inventory covers relevant generation points | | | | Classification basis and characterization records available | | | | Segregation and chemical compatibility checked | | | | Containers intact, closed and labelled as required | | | | Liquid-waste containment and spill controls suitable | | | | Storage dates and quantities recorded where required | | | | Transporter and receiving-facility credentials checked | | | | Transfer documents reconciled with receipts and inventory
## F. Noise, soil, stormwater and housekeeping | Check item | Status | Evidence / comments | |—|—|—| | Relevant noise sources and available measurements reviewed | | | | Outdoor chemical and waste storage inspected | | | | Evidence of spills, leaks or stained soil documented | | | | Stormwater drains protected from process contamination | | | | General housekeeping and access routes acceptable | | | | Potential off-site impacts or sensitive receptors noted
## G. Sampling and measurement record | Sample / reading ID | Location | Parameter | Method / instrument | Date & time | Result / unit | |—|—|—|—|—|—
Record calibration or field-check information, sample preservation, container, custody transfer and laboratory method where relevant. Screening readings should not be presented as formal compliance results unless the method and quality requirements support that use.
## H. Evidence and close-out | Check item | Status | Evidence / comments | |—|—|—| | Photos include location and descriptive reference | | | | Field notes identify time, location and observer | | | | Samples have unique IDs and custody records | | | | Facility explanations are attributed and not treated as verified facts | | | | Potential findings linked to exact applicable requirements | | | | Immediate risks communicated through site procedure | | | | Corrective actions, owner and follow-up evidence recorded
## Finding classification guide - Compliant based on evidence reviewed: evidence supports the requirement for the scope and time examined. - Observation: a factual condition worth recording, without asserting a breach. - Potential non-conformity: evidence suggests a gap but further verification is needed. - Confirmed non-conformity: sufficient evidence establishes failure to meet a specific applicable requirement.
Generic working checklist only. It is not an official Ministry of Environment form and must be adapted to the current legal framework, permit, inspection authority and facility-specific risks.
