Wastewater Discharge Compliance
A defensible wastewater compliance assessment connects the discharge authorization to representative sampling, valid analytical results, operating records and the actual discharge route.
## 1. Establish the discharge boundary Identify all process, sanitary, cooling, boiler, cleaning and stormwater streams. Trace collection, treatment, bypasses, reuse, sewer connections and final outfalls. Confirm which streams and discharge points are covered by the permit.

## 3. Check analytical validity Confirm sampling location, date, grab or composite design, preservation, holding time, containers, method, laboratory competence, detection/reporting limits and QA/QC. Verify that the reported basis and units match the permit condition.
## 4. Review treatment operation Examine equalization, chemical dosing, biological treatment, clarification, disinfection, sludge handling, alarms, maintenance, standby equipment and abnormal operating events. A compliant sample alone does not demonstrate that every permit condition was met.
## 5. Interpret results Compare each valid result with the correct condition and averaging period. Check flow-weighted loads where required, not concentration alone. Investigate missing data, invalid samples, inconsistent units and results close to a limit.
