Environmental Permits and Legal Register

A compliance review begins by identifying the requirements that actually apply to the facility, activity, location and operating conditions.

## 1. Identify the applicable requirements Review environmental permits, operating licenses, discharge consents, air-emission authorizations, waste approvals, water abstraction permissions, environmental assessment commitments and relevant authority decisions. Check amendments, expiry dates, reporting duties and approved operating envelopes.

## 2. Build a requirements register | Requirement ID | Source / permit | Condition or obligation | Applicability | Evidence required | Owner | Due date | |—|—|—|—|—|—|—| | ENV-001 | Permit clause | Example reporting duty | Applicable / N/A with rationale | Submitted report | Assigned role | Date |

## 3. Translate permit language into testable checks Convert each obligation into a question with a defined evidence source. For example: Is the required monitoring point accessible? Was sampling performed at the required frequency? Does the report include the required parameters, units and quality controls? Was the authority notified within the specified period?

## 4. Verify applicability carefully Distinguish binding legal requirements, permit conditions, approved EIA/EMP commitments, internal procedures and voluntary standards. Do not treat a guideline value as a legal limit unless the applicable instrument makes it binding.

## 5. Maintain the register Assign an owner to monitor amendments, renewals, submissions and evidence retention. Record the version and effective date of each legal or permit source.

Jurisdiction note: The applicable legal framework and permit conditions must be checked for the facility’s country, sector and current authorization. This guide does not substitute for legal advice or an authority determination.
