Air Emissions Compliance

Air compliance requires matching each emission source and control system to the correct authorization, test method, operating condition and reporting requirement.

## 1. Build the source inventory Identify boilers, furnaces, process vents, generators, dryers, storage tanks, material handling and fugitive sources. Link each source to its stack, duct, control device, permit reference and monitoring obligation.

## 2. Review the applicable conditions | Requirement | Evidence to examine | |—|—| | Source identification and stack details | Permit schedule, drawings and stack register | | Emission limits and averaging basis | Current authorization and test report | | Stack testing frequency | Approved test plan and completed reports | | Control-device operation | Bag-filter differential pressure, scrubber parameters, ESP records or other relevant indicators | | CEMS requirements | Calibration, QA checks, downtime and data validation | | Fuel and process restrictions | Fuel certificates, consumption and production logs | | Maintenance and abnormal events | Work orders, alarms and incident records |

## 3. Check stack-test comparability Confirm the test method, sampling location, port configuration, operating load, process stability, number of runs, moisture basis, oxygen correction where applicable, standard conditions and units. For particulate testing, verify whether isokinetic sampling was required and properly documented.

## 4. Review continuous monitoring Examine analyzer calibration, zero/span checks, drift, availability, invalid data flags, maintenance and required reporting. Do not treat missing or invalid data as zero emissions.

## 5. Assess control-device performance Check that the control device is appropriate for the pollutant and process, operated within its specified range, maintained, and supported by records. An operating indicator is not automatically equivalent to a measured emission concentration.

## 6. Record the assessment | Source | Condition | Evidence period | Result | Data quality | Compliance conclusion | |—|—|—|—|—|—| | Example stack | Permit clause | Defined period | Test result | Valid / qualified | Evidence-based decision |
